ANAC renews international air transport facilitation agreement with Panama

Brazil’s Civil Aviation Agency (ANAC, in Portuguese) revalidated Brazil’s unilateral One Stop Security (OSS) agreement with Panama. The renewal took place during a technical visit by a delegation from the Civil Aviation Authority of Panama to the Brazilian Agency and to the Guarulhos Airport between December 12th and 16th in Sao Paulo. According to ANAC, with the revalidation of Panama’s unilateral agreement with Brazil, passengers, luggage, and cargo originating in Brazil and making an international connection in Panama will not need to be inspected again to proceed to the country of destination. The OOS is a tool to facilitate international air transport, through which an agreement is signed between States for the recognition and validation of procedures in Civil Aviation Security against Acts of Unlawful Interference (AVSEC) carried out in the country of origin of the flight, with the aim of based on the standards and recommended practices of Annex 17 (Security) of the International Civil Aviation Organization (ICAO). This agreement can be unilateral or bilateral, thus making it possible for flights with international connections not to be re-inspected in the second country. The first validation of Panama’s OSS with Brazil took place in 2017 in Brasilia. In 2022, other OSS agreements established by Brazil involved Spain and Uruguay, during the 41st ICAO Assembly.
