ANAC improves procedures for analyzing licenses and pilot qualifications
The Civil Aviation Personnel Superintendency (SPL) of Brazil’s Civil Aviation Agency (ANAC) informs that it has implemented improvements in its pilot certification process. The procedural improvement aims to improve both the process of issuing licenses, qualifications, and certificates for civil aviation professionals and the investigation of possible irregularities in the flight records entered in the Individual Flight Logbook (CIV), as well as the information and documents presented in these processes. The Technical Management of Quality and Personnel Certification (GTQC/SPL) added the analysis of certification processes to the internal processes with support for crossing information obtained in different Agency databases. It is worth noting that the analysis of the process for granting licenses and qualifications continues to be guided by the requirements established by current laws and regulations. As a result of the inspection of the certification of civil aviation professionals, licenses and qualifications that do not meet minimum regulatory requirements may be annulled, and the pilots involved may face sanctioning administrative proceedings. Furthermore, cases of fraud are reported to the Public Prosecutor’s Office for possible criminal actions. Still regarding fraud prevention actions, ANAC reinforces that it is important to preserve the documents that served as the basis for extemporaneous flight registrations in the Digital CIV System, such as a copy of the logbook or physical CIV. Furthermore, ANAC also warns that the exclusion of CIV Digital flights after the granting of licenses and qualifications obtained based on these records may result in the review of the administrative acts that granted the licenses, among other administrative and criminal consequences.
