ANAC ranks 1st in governance in OECD report

Brazil’s Civil Aviation Agency (ANAC, in Portuguese) was identified as the best placed in good governance practices, among 29 Civil Aviation Authorities analyzed, according to a report released by the Organization for Economic Cooperation and Development (OECD). The document is part of a series of works by the OECD that deal with the tools, governance, and institutions of better regulation and their impacts on policy outcomes. The purpose of the studies is to provide information on regulatory policy and governance for the organization’s work. Based on data collected from April to October 2021, in all, 29 civil aviation authorities were analyzed, belonging to 26 countries or territories in Latin America and the Caribbean, through questionnaires answered by the aviation authorities themselves. Three governance components were analyzed: Scope of action – indicator of how broad the activities carried out by the regulatory body are (such as setting tariffs, deciding on standards, and operating methodologies, sanctioning powers, and inspection activities); Independence – component that maps the level of independence of the agency, without undue influence from political agents and the regulated sector; Accountability – a factor that indicates the ability of the regulatory body to be accountable to shareholders – including government, Congress, and regulated sectors – and the general public. Accountability addresses compliance with regulatory management principles and looks at the collection, use and publicity of industry performance information. The lower the score, the better the performance of institutions in the above indicators.
