ANAC concludes unprecedented international agreements to expand air transport in Brazil 

On January 4, Brazil’s Civil Aviation Agency (ANAC) reported that it concluded nine international agreements in Riyadh, Saudi Arabia, during the 15th Edition of the Air Services Negotiation Event (ICAN) 2023. The agreements expand possibilities for Brazilian airlines to access the international market and for foreign companies to fly to Brazil. There were 19 meetings with delegations from different countries, involving rounds of negotiations with the aim of expanding access to the air transport market between Brazil and the countries involved. Six Air Services Agreements (ASAs) were initialed, two of which were new: Antigua and Barbuda and Uganda. In the specific case of Uganda, the agreement meets the demand of a Brazilian company that was waiting for negotiations to offer services to the country. The agreements signed with Austria, Italy, and Iceland must replace the previous ones and the Amendment Protocol with Saudi Arabia updates the previously signed agreement. Through the agreements, there is a significant expansion of capacity for the provision of international air transport, as well as modernization of rules on prices, route framework (regions served by air transport), traffic rights (business opportunities for airlines) and, mainly, ownership of airlines to adapt to the law in force in Brazil, which since 2019 allows Brazilian companies to have up to 100% foreign capital.
