Helicopter flights have had their rules updated by DECEA

The Department of Airspace Control (DECEA, in Portuguese) released the new version of the Normative Circular for Airspace Control (Circea) 100-116, which defines the rules for helicopter flights under Visual Flight Rules (VFR) in the Sao Paulo Control Zone. The new regulation is valid within the Helicopter Control Area and is aimed at the Control System agencies and general aviation operators in the region. According to the new version of Circea 100-116, the responsibilities of the control agencies and pilots operating in the Helicopter Control Area were detailed. Among the main guidelines, the need for helicopters to maintain contact with Helicopter Control before entering the area and to follow the established altitudes to avoid conflicts with other aircraft stands out. The circular also defines restrictions for flights in the area, allowing operations only for military, public safety, civil defense purposes, among others. In addition, the new version directs the pilot in command (PIC) to constantly monitor weather conditions during visual flight. The document specifies that Helicopter Control may impose flight restrictions in cases of operational contingencies, such as radar failures or excessive traffic.
